ATTORNEY General Rapelang Motsieloa has advised parliament that the Memorandum of Understanding signed between Natural Resources Minister Mohlomi Moleko and Metsi ke Bophelo (Pty) Ltd is illegal. The parliamentary Natural Resources Portfolio Committee met the ministry, Metsi ke Bophelo, the Lesotho Highlands Water Project and the Lesotho Highlands Water Commission to probe the MOU yesterday.
