He was denied a chance to operate an initiation school allegedly because one young man had died at his school in 2011. Khooana Tjamane has now asked the High Court in Leribe to order the Principal Chief of Tsikoane, Peka and Kolbeg, Chieftainess Pontšo Seoehla Mathealira, to allow him to conduct initiation for this year.

Chieftainess Mathealira has denied a permit to Tjamane arguing that his school is not safe for boys under her jurisdiction.
Apart from the death in 2011, the chief alleges that some stolen cattle were also found at Tjamane’s school, charges that Tjamane denies.
Tjamane told the High Court in an urgent application last week that all allegations levelled against him by Chieftainess Mathealira “are unfounded and false”.
“For all these years, I have been granted a permit to conduct the initiation school,” Tjamane said in his court papers.
“It is my legitimate expectation that I should also be granted one this year,” he said.
Tjamane pleaded with the court to set aside the decision of the Principal Chief to reject his application to run the school.
He told the court that sometime in February 2024, he approached his Area Chief, Molai Chaka, to process his application to operate an initiation school for boys.
“This was after I had put my intentions before the initiation committee which did not have any problem,” he argued.
He told the court the first initiate would be his grandson, Moeketsi Tjamane, who is under the guardianship of ’Maponini Tjamane.
Procedurally, the court heard, “I had to formally put the information before the chief for the granting of a permit”.
Tjamane argued that the committee had satisfied itself with regards to all the requirements which he had met to enable him to have the permit to carry on with the initiation.
On several occasions before this, Tjamane said, he conducted initiation schools for boys and girls without any problem and he knows what is required.
He told the court that on February 29, 2024, his area Chief ’Mamojela Molapo of Joala-Boholo Ha-Matsoete recommended his application to the Principal Chief.
Surprisingly, Tjamane said, Chieftainess Mathealira did not respond until he enquired as he knows that the schools open between June and end of July.
Tjamane said as he enquired about his application, he was informed that it had been rejected.
He said he then requested the grounds of such refusal but they were not forthcoming.
“I was with some members of the initiation committee who were surprised to hear that,” he said.
Tjamane said his application documentation is with Chieftainess Mathealira but they are identical with those of 2022 when he conducted the initiation school for that year.
The court heard that on April 15, 2024, he proceeded to the District Administrator for Leribe to raise this matter and asked for his intervention.
But the DA referred him to the Ministry of Local Government and Chieftainship.
“Upon arrival there on April 21, 2024, the staff who helped me called Chieftainess Mathealira in my presence and I was informed that she had asked that I should meet her.”
Tjamane said it is a serious matter for a person to die under any circumstances and such deaths need to be taken seriously.
He said investigations and enquiries should be done to get to the gist of the matter.
However, he said, that was not done for the simple reason that it was something that did not happen.
“The names of the said initiate were not even availed to me as the initiates that I administered in 2011 all came back alive,” Tjamane said.
