THE days of civil servants closing shop during lunch hour are set for an end after the government issued a new directive this week. The government secretary, Teboho ’Mokela, announced in a savingram released yesterday that all civil servants must now alternate their lunch breaks to ensure continuous service throughout the day.

The primary goal of the directive is to improve service delivery in government offices by ensuring that citizens can access services without interruption during lunch hours.
It is seen as a stopgap measure while the government works towards implementing a shift work policy and digitized services.
“All public offices should alternate for an hour lunch break to ensure continuous provision of services,” it reads.
The changes are expected to be effective starting from September 2.
“This should be a stopgap while the government works towards putting in place a shift work policy and digitised services.”
The savingram says the change comes after the government analysed how service delivery could be improved in all the offices.
It says the decision was reached as “one of the lowest hanging fruits in an effort to restore the citizens’ confidence in government”.
It seeks to implement section 14 of the Basic Conditions of Employment for Public Officers 2011.
The section provides that public offices shall not be closed and no duty station shall be left unattended on account of lunch breaks as is currently the case.
’Mokela said all the government ministries, departments, and agencies should draw lunch rosters accordingly “to ensure that there are officers assigned to serve the clients and customers during lunch hours”.
“The change means that all duty stations will be manned all the hours during a working day.”
